Finance Minister Mohammad Yisr Barnieh said Decree No. 69 will help rehabilitate more than 30,000 industrial, commercial and tourism establishments damaged by the war. He added that executive regulations for Decree 69, together with a recently issued tax-in-advance decree, will be developed in consultation with chambers of commerce and industry to ensure fair implementation, support the economy, combat tax evasion and bolster the industrial and commercial sectors.
Mazen Dirwan, chairman of the Federation of Syrian Chambers of Industry, urged additional measures — such as removing customs duties on production inputs and cutting bureaucratic red tape — to boost competitiveness and efficiency. The decree mandates the formation of damage assessment committees and provides variable tax and fee exemptions based on the extent of damage, with measures taking effect from 2026, as reported by SANA
