Russia is preparing to open a commercial logistics centre on a pier within the Russian naval base at the Port of Tartous by mid-July, Syrian officials told Reuters. The facility will operate alongside an adjacent pier that remains dedicated to Russian military use, creating a dual-use arrangement. In its initial phase the hub will handle commodities such as wheat, grain, vegetable oils, timber, steel, coal, sugar and mineral oils with a targeted monthly throughput of about 250,000 tonnes; operations are expected to begin with a 30,000-tonne grain shipment.
The move is seen as Moscow’s effort to preserve long-term influence in Syria by shifting from primarily military dominance to deeper economic integration. The project, led by Syrian firm Rus Line in partnership with Russian companies and linked to the Syrian Sovereign Wealth Fund, aims to establish a regular shipping line between Novorossiysk and Tartous and to re-export goods to Iraq, Jordan and other Gulf states. The initiative follows Damascus’s award of a major Tartous concession to DP World and comes as Russia already supplies the bulk of Syria’s wheat and substantial crude oil volumes, prompting U.S. concern that such commercial projects could entrench Russian leverage during Syria’s reconstruction. as reported by The Syrian Observer
